These are different systems: the former had been developed over many years as a replacement (successor?) for PalmSize and was doing great for a few years. The development of the system has been sluggish, the corporate segment appealing functions were being released, and, above all, hundreds and thousands of new application that filled in the holes of shortcomings and drawbacks of the OS functioning.
